I'm filing my taxes for the first time as a recent graduate. If my parents are planning on claiming me as a dependant (since they paid for my college and part of my housing in 2019) are they the ones that input the 1098-T onto their taxes or do I?

If your parents are claiming you as a dependent, then they should report the Form 1098-T.
