Go into your schedule C business in TurboTax by clicking the Business tab at the top header bar. Then click Continue, I'll choose what I work on, click Update at Business Income and Expenses, then Edit your business. Look for Business Expenses, just under that heading you will find Vehicle Expenses. Please see the page snip below;
