THE QUESTION IS REGARDING THE COST TO BUYOUT MY PARTNERS

The purchase of your partner's interest in the partnership would not be deductible until you dispose of your interest in the partnership. It is an investment, similar to if you purchased stock in a corporation. You can only deduct the cost of the investment when you sell it or it becomes worthless. There would be no deduction for it on your current year tax return.
