Our business had no income or expenses this year it is a side business that we chose not to work on in 2016 what do we enter

If you had no income or expense for your business in 2016, you do not need to enter anything as the business was not active in 2016.

So do I delete the Business from Turbo Tax so we can use the personal Turbo Tax? Next Year there will be activity.  Or do I put  zero on the schedule C for income and expenses?

You do not file a Schedule C. Use only the Personal tab if you have no business to report.
