Other Additions/Subtractions Stmt (225)

I can't file my NYS return because I keep getting the error "Other Additions/Subtractions Stmt (225): Additions - Code A-101 must be entered."  If I enter a zero because I don't have any New York City flexible benefits program (IRC 125) it comes back with  Other Additions and Subtractions should not be entered directly on the Other Addition and Subtraction state for State electronic Filing.  You should enter the information on the Federal Return, Form W-2"  I am not a New York City Employee.  In Box 14 on my W-2 is it $25 for NYPFL.  Can someone please help me fix this.  I can't submit without clearing this error.
