No. You can use any of the TurboTax desktop CD/Download editions. If you have a state tax return then the Deluxe desktop edition would be perfectly suitable.
So, he closed it with the state we were living in but he did not close the business with federal. Does that matter?

If he was reporting the business income and expenses on a Schedule C, there is no need to inform the IRS that the business is no longer active.
