I can not access Form 8949 in 2023 Turbo Tax Deluxe to report transactions without 1099's. Tried going to Forms, Open Forms and select Form 9049 but it will not open.

Why are you trying to use Forms mode to enter investment sales on a Form 8949?
It is more accurate to use the interview method.
To enter an investment sale other than from a brokerage account (1099-B), follow the steps below.
Click on Federal Taxes (Personal using Home and Business)
Click on Wages and Income (Personal Income using Home and Business)
Click on I'll choose what I work on (if shown)
Under Investment Income
On Stocks, Cryptocurrency, Mutual Funds, Bonds, Other, click the start or update button
Or enter investment sales in the Search box located in the upper right of the program screen. Click on Jump to investment sales
On the next screen answer Yes and Continue
On the next screen select Stocks, Bonds, Mutual Funds and Continue
On the next screen select Skip Import
On the next screen enter any name you want for the bank or brokerage and Continue
On the next screen answer the questions asked concerning the sale and Continue
NOTE - Disregard the reference to a Form 1099-B posted on these screens.
On the next screen choose One at a Time and Continue
On the next screen select the type of sale in the Sales Section, the type of Investment sold, Description, Date Acquired, Date Sold, Proceeds and Cost and Continue.
Yes, you can bring up Form 8949 in TurboTax Desktop Deluxe edition.
I assume you are using TurboTax software rather than working in TurboTax Online because you referred to Forms mode. If that's not right, respond back and TurboTax can provide Online instructions.
The easiest way to add Form 8949 to you return is to enter information about what you sold in the interview.
