Can we add to closets, paint, and tile floor to our cost basis?

Paint would not be added to your cost basis, however, a new tile floor would be a home improvement and would be added to your cost basis.

If you added closets to the home, that would also be considered an improvement and added to the cost basis.

Improvements are added to your basis, routine maintenance and repairs are not added to the basis.
