I updated the 2019 partnership return by updating the 2019 software, then saving the return under a different name. Then I updated the 2020 software, and started a new return pulling in the new 2019 return.
It did not bring in the ownership information.
Why can't Turbo tax fix this?

They don’t know how. I spent hours with them on the phone last year before switching to another service. We had been using Turbotax for more than 10 years.

Last year, I had to manually re-enter all of the owner info for each partner. Agree that they could not figure it out last year as I spent hours on the phone and sending in logs to Intuit.
Thankfully this year, it imported the owner info like it did in the years past. I was worried it wouldn't but imported it just fine.
I talked to a nice lady at Turbotax, but she couldn't help and referred me to one of their CPAs. Since my return is fairly simple, it wasn't worth the time to trouble shoot any more; so I just started a new return and reentered the information from last year. Problem solved.
Got the same issue right now on the 2021 turbo tax. Please help

We are having the same issue with TTB 2023. It won't import the shareholder information from 2022 and when entering manually, it is triggering the change in ownership, which isn't true.
Please clarify what type of return are you preparing (S-Corp, Partnership, etc.)?
What steps did you take to import the prior year return?
Did the software fully update before you started the transfer process?

I am also having the same issue... the 2023 Turbo Tax Business will not import the partners from my 2022 Turbo Tax Business file. If I try to manually add more than one partner, it tells me I have to choose the option that there was an ownership change (which there was not - everything stayed the same from 2022 to 2023).
I am stuck. How do I get past this issue??

Check your 2022 return for any errors (program errors or input errors).
There have been occasions where a K-1 has been marked as final (or the return has) which would create this issue. Then, try re-transferring the 2022 return.
Otherwise, there have been occasions where users have been forced to re-enter partner/member information from scratch.
