Mostly Box 14 has no effect on a person's tax return.  What is printed there?

Box 14 has other  768.00 in small letters..what does it mean??

The only one who knows is your employer.  You can go ahead and file your return without worrying about it.  Just type in the info or leave it out.  On the other hand if it is something deductible you could be missing out on $80 to $250 extra refund.

Box 14 is mostly used to report things that do not directly flow to your return.  Sometimes deductions for union dues or United Way contributions which you can report under Deductions & Credits.  Some employers here in California mistakenly put state disability withholding there (CA SDI.)  This should be properly reported in Boxes 19 & 20 as a "local tax."  So in general items put in Box 14 are mostly things that could potentially help you get a slightly larger refund.  In your case the $38 might get you an extra $4 to $10.  If you ignore it it will probably do no harm.  The IRS knows about it without you reporting it.
