Will the irs not issue refund if forms don’t have your signature?

When you e-file your tax return, there is no physical signature on the form. You "sign" it electronically by entering your AGI or IP PIN. If you filed by mail, you were supposed to sign the Form 1040 in ink on the line that says "Sign here"----if you did not sign the IRS will mail it back to and require you to sign it and mail it back to them.
