Why is it asking me for state refund received in 2018?

First, doesn't it already know that? I think i'm missing something. Why is it asking for "total of all your payments and withholding"? Does that mean how much total taxes I paid in 2017? Even the federal ones? I just don't understand what it wants. Does it actually just want how much i got and how much I paid in? What about "withholding"? What does that mean? Thank you!

The program is trying to determine if the refund is taxable.
