Why does Santa Barbara say they sent the money to the IRS? IRS says they don’t have anything in the system that the money has went back to them

The easiest way to track what money has been paid out and/or returned to the IRS is through your online IRS account.  It will tell you where your return is at in the process and any payments that have been made to you or from you.
