Why did Turbotax make me pay for state filing, then only after tell me that my New York Tax return cannot be e-filed without telling me what tax situation caused it?

How do I get my money back?
This is not good service.

The ONLINE fee is for the use of the program to complete a return that can be filed even if you have to mail it in ... there is no extra fee to efile.

If the federal return is mailed in then the state (even NY) must also be mailed in.

On the IRS website, the status of my refund is "sent" while there is nothing new on TurboTax website. Could you tell me what the reason is for this?
