Why did my state refund amount get deducted

My state refund went from $428 to $363 and I don't know why?

    When I add up the state taxes I paid for 2024 it's $428 but I'm only getting $363, also now my tax return isn't e filing now and it's saying "Our records indicate that you are not entitled to e-file one or more formsets."and I don't know what that means

    It might have to do with the formset issue. Here is a FAQ: Why am I getting an error stating missing entitlements that is preventing me from e-filing?
