Why did my 1040-ES payment vouchers not print with my state return?

how do i get estimated payment vouchers for my Michigan return?

Toward the end of every state return, there is a question about whether you wish to make estimated payments.  

If you answer 'yes', then TurboTax will help you determine what estimates may be needed and provide the vouchers you will use to make the payments.

Where is this question asked or option turned on?  I can not find it in 2022 Michigan for printing 2023 Michigan Estimated vouchers.

Found it in the forms and it doesn't ask you if the program believes you don't need them because the value is low.  I am estimating an increase in income next year, it would be nice to be able to print them with an amount that is specified by me.  Sometimes software designers try to make it too smart and fancy (coming from a software developer).
