Why am I supposed to now prepay taxes for 2018 even though I am getting a refund?

I still don't understand why Turbo Tax is recommending that I now submit a quarterly payments towards my income tax that will be owed in 2018?

Here is some more information for you regarding that situation.  But know that estimated tax payments are not required, but are recommended to prevent underpayment penalties of taxes for 2018.
