Not everyone does. Which state, and do you have any income besides wages?

I am in Pennsylvania and it’s saying that I’m not getting any Pennsylvania State refund. This makes absolutely no sense to me.

@chefforaday No one else can see your tax return so we cannot say why you are not getting a state tax refund.  Check the amounts you entered from your W-2(s)---look carefully at your entries from boxes 16 and 17 and make sure you entered them correctly.  If you entered them correctly, then you need to compare your 2018 and 2019 state returns to see what is different.

PA, no I don't have other income

PA has a single flat rate income tax, and virtually no deductions or credits.

With only wages, your withholding ends up being equal to the taxes due, so your refund is zero.
