Why am I having to pay a fee for 401K and refund processing?

TurboTax has different products based on your tax complexity. It looks like you are currently in the TurboTax Deluxe products, which includes the 1040 form with itemized deductions (Schedules 1–6, Schedule A and Schedule C income), along with everything in Free Edition and PLUS. Refund Processing Service is an optional service to deduct your TurboTax fees from your federal refund, but you can remove this at the review your order screen if you want to pay with a credit or debit card.
