Where’s my refund said my refund was sent to my bank for direct deposit on the 23rd. If I had an offset would it still say that?

It said they sent it to the bank. If I had an offset would I have gotten the same status?

If you had a refund offset that would have been noted on the IRS Where's My Refund website.
Did you request to have the TurboTax account fees deducted from the federal tax refund?

i do owe federal loans. My question is although it said it was sent to my bank could it have been sent to a debtor instead or would it say it was sent to the debtors

Well, it could be seized directly from your bank account I suppose.

Note that it may take up to 5 business days from the date of issue before a bank would have information on the deposit made by the IRS.

If you requested to have the TurboTax account fees deducted from your federal tax refund, the IRS will send the refund to a third party processor to have the fees and the service charge deducted.  The third party processor will deduct the TurboTax fees plus the service charge and then attempt to direct deposit the remaining refund balance into the account that you entered on your tax return.

For the status of your tax refund you will need to contact the third party processor, Santa Barbara Tax Product Group, using their website - https://www.sbtpg.com/
