You must print, sign and mail your own amended tax return and you should use a mail service  that confirms delivery such as certified mail with return receipt.

Who is they?  

You have to file the amended tax return.  Either you e-file the 2021 federal amended tax return or you print, sign, date and mail the 2021 federal amended tax return, Form 1040-X, to the IRS.
