Why am i being told that i have an underpayment of estimated tax and i never got any notice of this?

When you filed in 2017 and the amount you owed went over 1000.00 then that is an indication that you need to file estimated taxes for 2018.  IRS does not tell you but if you filed in 2017 using TurboTax it would have generated the 1099-ES forms needed for paying your estimated taxes for 2018.
