When I go to amend my return it says " We don't detect any differences between your original 2017 return and your amended return. What does this mean?

That means that nothing that you entered changed anything on your 2017 return from the way you filed it. Why are you amending your return? Please provide some details about your situation.

I did not include the information from my 1098 T form

Then this means that you weren't given any additional refund for Education Expenses.
