I used TT to do 2018 Fed and State taxes. I set up TT to pay the state tax due on April 1 but I don't see that it has happened yet (today is April 3). How long should it take for the payment to happen and be posted to the account it is coming from?

TurboTax does not pay your tax. You must either pay your state tax directly to the state by mailing them a check, paying online if the state has online payments, or if the state has a direct debit to your checking account option, putting your bank routing number and account number on the state tax return when the interview asks for it - the state will do the direct debt.
TurboTax is out of the picture once the tax return it transmitted to the state and accepted.
It turns out that my bank has two different routing and account numbers. One for deposits and one for payments. TT used the one for deposits on my state return. So I'm thinking that the state will not be able to get their payment. I didn't know that a bank has two different routing and account numbers. So, I'm going to be calling the state folks. I'm sure that will be a lot of fun!
Also, I don't recall TT asking me for the routing and account number info for the state return. It just entered the one from the federal return (which was used for a refund deposit).

TurboTax does not "use" any number that you did not enter.
The state interview indeed asks if you want to use the same bank number as you entered for Federal. If you answer no, then TurboTax asks for both the routing and account numbers for the state TWICE to be sure that the proper numbers were entered.
Even when the routing and account numbers are carried froward from the prior years return, TurboTax asks for the numbers again to confirm the proper number is used.
I thought I'd share my adventure contacting the state tax people. I called the phone number for checking the status of my California tax payment figuring it would be a several day adventure. A person answered on the second ring (no call tree) and gathered some info and said that they had gotten a rejection from my bank. They told me how to do my own payment on line. I did that and the payment happened. I almost fell over with surprise!
Hopefully I will remember this next year when dealing with Turbo Tax. That is, I will make sure that I enter the correct routing and account numbers for any payments and refunds.
