When checking refund status it shows no bars and has topic 152. Says that it cannot provide information at this time! When will I get my refund back?

Says it cannot provide info at this time and code 9001 with topic 152. What does this mean?

Most refunds are disbursed within 21 days from the date they are accepted. However, if you claimed the EIC or Additional Child Tax Credit, the IRS will begin issuing tax refunds on these returns on February 27, 2019 per the rules of the PATH act.
