I sent the amended return in past the deadline for online filing in October 2024. The system asks for a Zip Code, which I don't have because I live in Germany. TurboTax informed me to submit the amended return because of a software error that didn't properly account for taxation in Germany of my SSI.
By saying "the IRS can't find the 2023 amended return", did you contact the IRS, or are you referring to the IRS "Where's My Amended Return" tool at:

Even though the first page you arrive at there says to have your Zip Code handy, when you go to the actual form, that field says to enter either a Zip Code or a Postal Code. It says:
I don't know if it will work, but since it does say "or Postal Code", I'd try it with your international postal code in that field. If it has spaces in it, try it both with and without the spaces to see if one will work.
In any case, if you end up needing to speak to the IRS and can phone the USA, they have the IRS International Taxpayer Service Call Center (I believe in Philadelphia). Here's the info and contact hours:

Yes, I meant the “Find my return “ page. It doesn’t find my return with my German postal code, which is the address on my return.
Calling would be great…if it worked. Which it hasn’t after repeated tries. I just sent the return in again with a cover letter b

Did you phone the IRS International Taxpayer Service Call Center using the special phone number at the second link I provided above? That's a separate department than regular IRS Customer Service. It was Friday night when I posted that information, and they are closed on weekends, so you wouldn't have been able to reach them over the weekend. I just tested it right now (Monday morning 8:05 AM Eastern), and they are open, and it's working for me. You have to listen carefully to the prompts to navigate their menu to get to international refund assistance. There's also a choice for "all other questions."
It may be moot if you already mailed the amended return in again. But if you need to speak to the IRS International Taxpayer Service Call Center now or in the future:
