what does the audit protection due when the IRS says I owe them $4,800 from a previous audit that was done

I filed my taxes 2019 was expecting a $10,000.00 return and then I was audited and given a $4,800.00 bill from the IRS with no tax return, audit protection didn't do anything for me.
