What does it mean if I never got the path message and I've been on the first bar since I got excepted 1/30/19.

You will be able to track your refund thru Where's My Refund? beginning February 23. Because you filed before February 15, 2019, and claimed an Earned Income Tax Credit and/or an Additional Child Tax Credit, the earliest you will get your refund is the week of February 27.
