I am trying to make a payment on form 9465 of 11a and its nit allowing me to finish the process...

Do yourself a favor ... delete the 9465 process in the TT program ... go back and choose to mail in a check instead.  Then pay something  or nothing after you file the return  then set up payments either when the IRS sends you  the bill with a form 9465 enclosed  OR  go to the IRS site and set it up online for a reduced fee...  https://www.irs.gov/payments/online-payment-agreement-application
