USPS tracking for my fed tax return shows that it has not been delivered to the IRS and it is assumed it is lost. It is a 0 tax return. Should i send a new (late) filing?

Unfortunately I cannot use the online transcript service to check if the IRS has indeed received my tax return.

If your return was for "zero" there is no need to file it. But if you just really want to file it anyway, mail it again since you think it has been lost. There is no penalty for filing after the deadline if you are getting a refund, or in your case, if the return is for zero.
