Are you trying to open a return you downloaded from Online or moved from another computer?

For error codes 190 and 119

After you get the program installed or reinstalled the first thing to do before you open your tax return is to update the program and install any state programs you had. Then open your file. So you first might need to start a fake return to be able to download the state program (go to File-New Tax Return).

Then go to FILE -Open and find your return.

Thank you. I am using TurboTax 2023 to try to open a return that was created on a different computer. In case it matters, the file resides in Microsoft OneDrive and is accessible from either PC. So it wasn't really moved, it is being accessed from OneDrive. Also, the original file was created on a PC with Windows 10 whereas the new PC that I am trying to open the file on is Windows 11.

Yes, I tried those steps: downloaded TurboTax from my account and installed it on my new Windows 11 PC, installed a state, started a dummy return, then used file->open to try to load the OneDrive file on the new PC. I still get "Unable to create return. Error 119".

I believe you have to open the file from your hard drive not from one drive. Try moving the .tax2023 file to your Documents - Turbo Tax. When you installed did it make a Turbo Tax folder under Documents?
