Code DD is simply the amount your employer paid for your health insurance and it is on your W-2 for *your* information only and does not even need to be entered on your tax return.
Code C is the amount you paid for live insurance above the $50,000 limit so it is included in your box 1 wages. Again code C has not effect on you tax return since it is already included in box 1.
There would be no need to amend for either one since it will not change your tax return at all and the IRS gets that information from the copy of the W-2 sent by your employer.

Codes "C" and "DD". Is there a threshold in terms of dollar amounts that those codes need to exceed where it becomes necessary to amend my return?

Out of curiosity, let's say I do try to amend my tax return once the 2019 amend feature becomes available and I manually enter the missing amounts for box 12 in the W2 section of my return, will turbotax even let me create the amendment since you say it won't affect my return at all?
Sure you could create a do nothing amended return. The tax owed would be zero and the refund would be zero. You would mail the do nothing 1040X to the IRS which would accomplish nothing. Nothing about the additional W-2 entries would be a part of the amended return and the IRS already has the W-2 that your employer sent them.
