I submitted my 2021 Federal and State tax returns and noticed that I missed a 1099-R. Both the Federal and State returns have been accepted, but the payments are not scheduled to be made until 4/18. Can I submit amended returns now or do I need wait until after the payments on the original returns are scheduled?

You should wait until the IRS processes the payment and has debited your bank account before filing the 2021 amended tax return to report the Form 1099-R.

To add to the answer above, if you will owe additional tax, please make that payment by April 18th to avoid paying interest.
You can make the additional tax payment online or by mail if you are waiting until after April 18th to amend (and you'll owe additional tax).
By mail might be less confusing to the IRS if you already have set-up a direct withdrawal on your original return.
Be sure to specify that the payment is for tax year 2021.
