Many forms and schedules are not yet ready. When the IRS/state has finalized the forms you need then you will be able to file. Click Review to see what you have to wait for. The IRS is not accepting returns until January 27, so there is no hurry to file now. Filing now would not result in an early refund.
Do you remember the Christmas gift congress gave us on 12/20 ? Those tax law changes have to be incorporated into the federal forms, schedules and instructions. And since many of the states start with the federal return as a starting point their forms also need adjusting. The program tells you what you are waiting on and when the estimated date they will be ready (always subject to change). As already mentioned, the IRS will not start processing any returns until 1/27 at the earliest so patience will be needed.
