There are 2 possible reasons why a Net Spend card is not an option for you.
1. You are using Turbo Tax CD/Download/Desktop software, Turbo Tax Freedom, or the mobile app.
2. Your application was denied by the card issuer, Bancorp Bank.
Another option would be to purchase a Net Spend card or another prepaid debit card from a local retailer and have your refund deposited on that card. When you get to the Turbo Tax screen that asks you how you would like to receive your refund, you will choose the 'Direct Deposit' option. You can obtain the account and routing numbers for the card that you purchased by calling the customer service number located on the back of the card.
