Apparently, you only need to file your return, and the refund will be calculated accordingly.  Here is what is stated on the VA website on this:  

In addition, this legislation provides a refund of up to $110 for an individual or $220 for married persons filing a joint return. In order to receive a refund, taxpayers need to file a complete return for Taxable Year 2018 before July 1, 2019. A refund is allowed up to the amount of a taxpayer’s tax liability after the application of any deductions, subtractions, or credits to which the individual or married persons are otherwise entitled. Such refunds are required to be  on or after October 1, 2019, but before October 15, 2019.  (Bolding added)  Taken from the following document:  Tax Bulletin 19-1.

Given that the refund will be issued much later on in the year, it seems to suggest you only need to file your return now, and this refund will be issued later in the year.

The governor signed a bill that gives a rebate of up to $110 for individuals and $220 for couples.

So pay my bill and wait for this rebate later in the year?

From what I read that's what it sounds like.  You can contact the state if you wish for clarification, but you have time to do so.  Even though you file now, you will have until at least April 15 to pay your tax due.  You will have time to find out if they want you to pay in and then refund you or will they subtract what you owe from the refund and refund any remaining amount.  The legislation doesn't answer that specifically.
