The form AR8453-OL states do not mail this form. So do I print a blank form and fill it out and mail it?

No.  You do not have to mail form AR8453-O.  AR8453-O authorizes the e-filing of your return. Just print it out, sign it and keep it for your records. 

The completed AR8453-OL along with the AR1000F or AR1000NR any W-2's or schedules are to be kept in your files. 

To print form AR8453-OL please follow these steps:

1. In the black bar at the left side of your screen, click on TaxTools > Print Center 
2. On the TurboTax Print Center screen, click Print, save or preview this year's return.
3. Mark the box(es) for 2018 federal returns and your state, as well.
4. In the next section, select Just my tax returns.
5. Click on the  View or print forms box. 
6. When the print screen comes up you can select the pages to be printed.
