My federal refund was e-filed but my state refund wasn’t able to be e-filed and has to be mailed, will I still be able to receive my federal refund while still waiting to mail my state refund?

Yes you federal refund will not be affected by a late filing of your state tax return.

Is it normal for when the state refund has to mail, when it’s printed on both sides instead of 1 paper side each out of 9?

It shouldn't matter whether the return is printed on both sides of a page or just one side.
