My tax refunds are usually offset bc of student loan debt. Will they take my 2020 tax refund during the pandemic?

yes they will.
@monstersarah The IRS certainly can offset your refund because of student loan debt. Because of CARES and other stimulus provisions, collections on student loans were suspended. The suspension of debt collection by the government has expired, at least for now. If it is reinstituted under a future stimulus provision, it is possible that your refund might not be offset. However, in general, the IRS has the authority to offset your refund to apply it to past student loan debts.
