So I have already filed my taxes and I am being told I should of waited until after February 1st when the new tax rules were released?

I filed taxes January 21, 2018, I was told by a friend that H&R Block told her to wait until after February 1st to file because the new tax laws were being released.  Should I have waited?

No, you're fine. TurboTax online is updated every year with the new tax laws and regulations. Sometimes, there are forms that are not finalized right away, but if any forms in your return weren't ready you would have been notified and not been able to file until they were. As long as your return was accepted, you're good to go!
