1) Should the original return (federal 1040 or State 140) be mailed with amended return 1040X/140X ? The original 2019 returns were mailed (not e-filed) about a month ago. (State return was AZ if that is relevant)
2) Also I received a 1099-Misc late- should that also be attached to the 1040x and the state 140X?

No, only the newly corrected Form 1040 and 140 should be mailed with the Form 1040X and 140X. Generally, you should wait until the original return has been processed (refund received or payment deducted from your bank account) before you file the amended tax return. Because of COVID issues, the IRS has currently suspended processing paper returns of any kind.
The Form 1099-MISC you received should be entered into TurboTax for your amended tax return. You do not have to attach the actual 1099-MISC form when you mail the Form 1040X but Arizona does require the Form 1099-MISC to be attached after the last page of the Form 140.

I do not have any refunds (Fed or State) since I used the refundable amounts as credits to my 2020 advance estimated taxes.
1) So in a no tax refund & no payment deducted situation - how do I find out if my returns have been processed?
2) Given that I had physically mailed both (Fed & State) returns and the CoVid situation (which will delay mailed return processing) should I Not wait for the original returns to be processed and go ahead & mail the Amended Returns (1040x & 140X) along with the Relevant CORRECTED 1040 and 140?
