That is a known issue they are working on. Hopefully will be fixed by the end of the week in a program update.

Found a support article for it. You can sign up for updates

I was having this issue on the refund page and am now also having this issue on the make payment page. The support article is now deleted.

clear the direct debit information ; you can pay instantly on the IRS "Make a payment" page.
