What does it mean if I was supposed to get my refund back today and it says it’s being reviewed? Why is it being reviewed, and how long much longer does that mean it will take? Do they review every single persons or does this mean something else?

Refer to the previous reply provided below for more guidance and explanation on your return. This doesn't typically mean that something is wrong with your return. Sometimes returns are just selected for review.
I went under review in 2018 for my 2017 tax return. I turned all the required documents in and waited. Every couple of months I would get a letter explaining that they needed 60 more days. This went on for a year and a half. I never got a notice it was handled but I did have it ruled in my favor and received a refund check in the mail with a small 300.00 interest for the 18 month wait. Sadly I'm under review again this year. Hope you don't have to wait as long as I did.
You either made a mistake with your taxes or you have a back payment owed that they automatically take from your refund unfortunately. There is no way to stop it
I've spoke with irs. Obviously now it's not "out of the normal" to just be reviewed. I'm on my 2nd review in 3 years. The last one was 100% correct and we received our return just had to wait 18 months past the expected refund issue date. Sadly this is just a more common thing. It doesn't mean you messed up or owe anything. They had to pay me a 300.00 interest because mine was correct it was just randomly selected for a review.
