If you filed a 2017 late in 2018 or you did not file a 2017 tax return, then enter a 0 (zero) for the 2017 AGI and e-file again. If the IRS rejects the tax return again then you will need to print and mail the tax return.

If you have taxes owed on the 2018 return then include a copy of the first rejection email you received when mailing the federal tax return so that you will not be penalized for filing after the due date if you filed an extension request.
When did you file 2017? If it was late in the year try putting in zero for the AGI. And see,

My 2018 taxes were filed 10-15, with correct 2017 AGI, but rejected. I filed late this year, so I tried using zero. Now I am stuck in a loop that won't let me get back to file. You already have my state filing fee. I have a refund coming for both IRS and CA state. What to do?

The IRS requires your 2018 AGI to verify your identity for e-filing. If you're paper-filing your return, you won't need your AGI because those are manually processed.
The best place to get last year's AGI is from the 1040 form you filed for 2018. Look on page 2, line 7. If you filed a 1040NR, it'll be on line 35. You won't find your AGI on your W-2 or 1099 form because those forms don't take into account over a dozen above-the-line deductions that go into calculating your AGI.

To access your current or prior year tax returns sign onto the TurboTax website with the userID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on the Year and Click on View adjusted gross income (AGI)
Or go to this IRS website for free federal tax return transcripts - https://www.irs.gov/individuals/get-transcript
If your tax return continues to be rejected with the 2018 AGI then enter a 0 (zero) for the AGI and e-file again.
If this is also rejected then you will have to print and mail the tax return.
