My refund went from being processed waiting on a date to begin delayed. What does that mean

The IRS would be the only ones that would know why your return is delayed. Did your return include the Earned Income Credit or the Additional Child Tax Credit? If it does, see the following on delaying some refunds.

The IRS expects the earliest Earned Income Tax Credit and Additional Child Tax Credit related refunds to be available in taxpayer bank accounts or on debit cards by March 1 if they chose direct deposit and there are no other issues with their tax return. However, some taxpayers may see their refunds a few days earlier. Check Where's My Refund? for their personalized refund date.

My refund was rejected from my bank and sent back to IRS. IRS said they sent it to turbo tax to get the fee from filing. When did the refund get sent back out.

If you elected to pay your fees with your refund, then you would need to contact TPG as they are the one who would be handling your refund. You can also check out this TPG Help Article to check on your refund.
