Refund of Wilmington, DE City Tax

We are PA filers and received a refund in 2023 of Wilmington, DE city wage tax for tax year 2021.  First, there was no selection available for Wilmington, DE among other states & municipalities listed. Second, on our 2023 TurboTax return the wage tax refund was deemed taxable even though we used the standard deduction in 2021. Please fix these issues. Thanks

You are correct Wilmington, DE is not listed as a separate taxing jurisdiction in the state/local tax refund topic.  You should select Delaware from the dropdown menu.  After entering the refund information you arrive at a follow on page and are instructed to enter Zero (0) in the taxable box if you did not itemize for the year of the refund.  That action excludes the refund from taxable income.
