I have refund date or April 27 and Irs website it says will be mailed by April 27th does that means I will get in the mail April 27th or it will mailed out April 27th

If the IRS says it will be mailed on 4-27 that means they will be putting it into the postal system then. You will have to wait for the mailman to deliver it by first class mail.

Usually 7-10 days----give or take a few. The mail can be unpredictable.
