Refund Advance

Why do all the advertisements on the TurboTax website say that the IRS will start accepting returns in late January which means that is when we would start seeing our refund advances. However for the IRS website it says they're not accepting any returns until February 12th 2021 so which is correct? does this mean that the very earliest somebody will receive their refund advance from TurboTax is February 13th?

Since the IRS just posted their date to start accepting tax returns today, TurboTax was estimating based on prior experience with the IRS start date.
