taxable income 71573.00 turbo tax and total tax11070.00 I see on the stating I paid a total tax 18000.00 but it should have been 9000.00

Ok ... so you entered in a incorrect amount for taxes withheld or made by estimates and the IRS caught the error and are asking for you to pay the corrected balance due.
