Should federal filing show amended also when you are trying to amend state only?

I am trying to amend state taxes only , but when I get to the end it shows a amended federal also. Is this correct?

No, you should be able to amend the state and not the federal. Please see the instructions to amend your state. See I need to amend my state return.
